The short answer
Qatar does not offer citizenship by investment, and Qatari nationality is granted only by naturalisation under Law No. 38 of 2005. People who live in Qatar can still apply, from Doha, to official citizenship or residency by investment programmes run by other countries: St Kitts and Nevis, Dominica, Antigua and Barbuda, Grenada, St Lucia, Türkiye and São Tomé and Príncipe for citizenship, and Portugal, Greece, Malta and Cyprus for residency. Official minimums start from US$90,000. Every application goes through government due diligence, and the decision rests with each government.
Does Qatar offer citizenship by investment?
No. Qatar has no citizenship by investment programme. Under Law No. 38 of 2005 on Qatari Nationality, naturalisation requires, among other conditions, at least 25 consecutive years of lawful residence and good knowledge of Arabic, and it is granted by Emiri decision. Buying property in Qatar is linked to residence, not citizenship: the Public Authority for Regulating Real Estate (Aqarat) lists residence for property owners from QAR 730,000 and permanent-residency benefits from QAR 3,650,000. This guide is for foreign residents living in Qatar; EKO does not advise on Qatari residency or nationality.
Can I apply for another country’s citizenship by investment while living in Qatar?
Yes. Citizenship and residency by investment programmes are run by the governments of other countries, under their own laws, and you can prepare and submit an application while you live and work in Qatar. Each programme has its own eligibility rules, including nationalities it restricts, so the first step is always to check your situation against the current rules.
Which programmes can residents of Qatar look at?
EKO Citizenship and Residency advises on 11 official programmes:
- Citizenship by investment: St Kitts and Nevis, Dominica, Antigua and Barbuda, Grenada, St Lucia, Türkiye, São Tomé and Príncipe.
- Residency by investment: Portugal, Greece, Malta, Cyprus.
Citizenship gives you a passport. Residency gives you the right to live in the country while you keep your current nationality.

What does applying from Doha involve?
- Eligibility check: your nationality, country of residence, family members and source of funds against the programme’s current rules.
- Documents: typically passports, birth and marriage certificates, police certificates (often from your country of nationality, from Qatar and from any other country where you have lived), proof of the source of funds and medical certificates. Many need attestation and certified translation.
- Investment or contribution: made only through the official channel each programme specifies, for example a government fund account or an approved project.
- Due diligence and decision: the government carries out background checks and may hold an interview. The decision, and how long it takes, rest with the government; no adviser can promise approval or a date.
Citizenship or residency: which do I need?
- Choose citizenship if your main need is a second passport and a nationality you can pass to your children.
- Choose residency if your main need is the right to live in a European country such as Portugal, Greece, Malta or Cyprus; each permit has its own rules on renewal and time spent there.
- Many families compare a Caribbean or Türkiye citizenship with an EU residence permit; our golden visa comparison covers the residency side.
How do I check a citizenship by investment adviser in Qatar?
Use the same checks with any firm, including us:
- Company registration: ask for the firm’s Qatar commercial registration and office address, and check they match.
- Fees in writing: ask for a written split of government fees (from the official fee schedule), due-diligence fees and professional fees.
- Payments: government contributions and fees go only to the official channels each programme sets out.
- No promises: a firm that promises approval or a fixed timeline is promising something only a government can decide.
- Figures: compare any price you are quoted with the minimum in the programme’s official source.

How long does it take?
It varies by programme and by due-diligence stage. No adviser can promise a timeline.
